AI agent vs chatbot: why they are not the same thing
A chatbot answers within fixed rules. An AI agent executes processes with judgment and integrates with company tools. Knowing the difference decides what you actually buy.

If you have searched for “chatbot” and “AI agent” in the past six months, you will have seen the two terms used interchangeably. Some vendors sell “agents” that are chatbots under another name, and some sell “chatbots” that are actually capable enough to be agents. The confusion is not accidental: the two products solve different problems and have very different prices, risks, and technical implications.
This article clarifies the difference in practical terms, without diving into abstract architectures. The underlying question is simple: what does an SMB buy when it buys a chatbot, what does it buy when it buys an agent, and what should be on the table before signing anything.
Short definitions
A chatbot is a conversational system. Its job is to reply, within a predictable script, to written messages. It can be a classic decision tree, a rules-based system, or a wrapper on top of a language model that replies in free text but does not touch anything else. It usually lives in a website widget or inside a messaging channel.
An AI agent is a system that decides and acts. The conversation, if there is one, is just one of its inputs. The agent’s main job is to execute steps in a bounded process: read an email, classify it, query the CRM, draft a reply, create a draft order in the ERP, escalate to a human when it detects an ambiguous case. It touches real tools.
Two short examples to anchor the picture:

Chatbot case. A visitor on a dental clinic’s website opens the widget and asks “what are your hours on Saturday?”. The chatbot replies with the hours, which it has loaded in a knowledge base, and if the visitor wants to book an appointment it shows the usual form. That is the end of it.

Agent case. A customer sends a WhatsApp message: “I need 3 boxes of the usual one and a sample of the new one”. The agent reads the message, identifies the customer in the CRM, retrieves “the usual one” from their order history, finds “the new one” in the ERP’s active catalogue, checks stock, drafts an order with the three boxes plus the sample, and leaves it pending human validation before it is pushed to logistics. The conversation with the customer is one input of the process, not the end of it.
The difference is not the quality of the text; it is the scope of what the system actually does.
What one does that the other does not
Three dimensions where the two products clearly diverge.
Closed rules vs bounded judgment
A traditional chatbot is unbeatable when questions are repetitive and answers are short and predictable: hours, locations, basic product instructions, standard returns. There is no need for “intelligence” here, just speed and consistency.
An agent is needed when there are decisions with nuance: identifying which product someone is asking for in colloquial language, prioritising support emails by real urgency, classifying an ambiguous case between “sales” and “support”, choosing between two response paths depending on customer context. Human judgment remains the reference (the team that validates and corrects), but the agent makes a first pass at reasonable quality.
Integration with business tools
This is where the clearest line appears. A chatbot living in a website widget usually ends at the contact form, at most pushing data to the CRM through a basic webhook. An agent must touch the tools where the business actually lives: email, WhatsApp Business, the ERP (Holded, Sage, Odoo, SAP, A3, Ekon), the CRM (HubSpot, Pipedrive, Salesforce, Zoho), the ticketing system, the calendar. If the agent does not touch these tools, it is not replacing any real mechanical process; it is just chatting.
This is a practical heuristic to spot inflated promises: if a vendor offers an “agent” at chatbot price and does not talk about specific integrations with the tools you already use, you are most likely being sold a chatbot.
Operational scaling
A chatbot scales well by default: ten times more questions and the chatbot answers them all with the same effort. An agent scales differently: each new case type may need new rules, new integrations, or new evaluation. The work on a serious agent does not end the day it ships; it begins the day it ships.
This is one of the differences most often softened in commercial proposals. A productive agent needs a monthly review cycle, execution logs, and an evaluation harness. A chatbot, after the initial implementation, often lives unsupervised.
When does an SMB buy one, when the other
The decision is not technical, it is operational. The right question is not “which one is more modern” but “what do I want to reduce”.
Buy a chatbot when:
- You have high volume of repetitive questions on the website or a messaging channel.
- Answers are short, predictable, and do not require touching business data.
- The goal is to reduce interruptions to the human team, not to reduce hours of mechanical work.
- Monthly cost must stay low and error tolerance is reasonable (a wrong reply does not cause an operational cost).
Buy an agent when:
- You have a bounded process with significant volume (for example, more than 50 inputs per month) and largely clear rules.
- That process needs to touch real data: orders, invoices, CRM cases, calendars, reports.
- You can define a measurable success metric (percentage of drafts accepted without edits, mean response time, errors detected before the customer sees them).
- Time saved on the human side covers the cost of implementation, observability, and ongoing evaluation.
If all you need is to filter the obvious questions, do not buy an agent. If what you need is for someone to process 200 WhatsApp orders a month with ERP integration, do not buy a chatbot.
What to ask before signing
Regardless of the commercial label of the product, five pieces must appear in the engagement document. If any one is missing, the project is not ready for production.
- Written process definition. What the agent does, step by step, with inputs and outputs specified. Edge cases too (what happens when the message is incomplete, when the customer is not in the CRM, when the product is not in the catalogue).
- Measurable success metric. Not “improve customer support” but a concrete number and a measurement method. Where possible, a pre-agent baseline so improvement is comparable.
- Documented kill-switch. How the agent is disabled. Effectiveness SLA (ideally under five minutes from request). Who is allowed to trigger it.
- Documented human fallback. What happens to the process when the agent is off. Who absorbs the volume, in what time window, with which tools.
- Evaluation harness with cadence. Periodic test set with numerical results, per-execution logging, and a monthly review at minimum.
If you are talking to a vendor who does not have all five of these clear in the first meeting, it is not that the project is bad: there is no project yet. It is a promise.
A note on the label
The last recommendation is not technical, it is semantic. Do not let the commercial label of the product drive the conversation. There are “premium chatbots” that actually do real integrations and could be good agents. There are “AI agents” that in practice are chatbots with a nicer wrapper. The right question is always functional:
- What does this system actually do?
- Which tools does it touch?
- How do we disable it if it fails?
- How do we know whether it is working?
With the answers to those four questions, the product category clarifies itself.
